Julian explains how his firm overcame the issues it faced to achieve excellence for its clients. “One of our latest completed projects involved a multitude of complex issues, which everyone at Joy Architects is proud to have overcome. The site was situated in the grounds of a grade 2 listed building, a conservation area and flood zone 2 of the historic City of Chichester. The proposal was to build two storey houses, where one house sale paid for the development. “With a modern approach this surprisingly satisfied the local historic planning officer who was forward looking enough to understand that a facsimile of old properties dumbs down the grade listed buildings architectural merit. The design even received a commendation from the local conservation area committee which was both humbling but also a realization that assumptions about a city’s architectural taste can often be assumed to be old fashioned than with a more refreshing appetite for change. With all the design criteria achieved and supported by the local planning department there was one very difficult hurdle to jump: a little section in the planning document called the sequential test. This means that we had to prove that there is not an available site similar in size that could not be used first before going to flood zone 2 and so on. As the site was so small in light of the size of Chichester district council this became an impossible task to prove. The way to over- come this was to employ a barrister who argued the fact that any windfall site needs to be contained within an area of sustainable growth and that the sequential test pushes win fall housing in a random scatter approach.
